France now pays more to borrow than Italy, though it is rated three to five notches higher. S&P and Fitch rate France A+ and Italy BBB+, and Moody's has France at Aa3 and Italy at Baa2. On daily closes France's 10-year yield has been above Italy's since 4 August 2026. It first passed Italy on a monthly average in December 2025, then was back below it from March to July 2026.
What sets the two apart. Before interest, Italy ran a budget surplus of 0.8% of GDP in 2025 and France a deficit of 2.9%. France has run a deficit in all 31 years of Eurostat's data since 1995, and its debt reached a record 116% of GDP in 2025. Its interest bill nearly doubled in four years from €35 billion in 2021, and more than $1 trillion of its debt matures by 2030. Italy, Greece, Spain and Portugal are below their 2020 debt peaks.
The stress is spreading. Italy, Belgium and Greece are paying more to borrow against Germany. The cost of insuring French debt against default, the 5-year credit default swap, has more than tripled this year, and CNBC says it is the highest since the 2011-12 crisis. French bank shares fell 17% in the six weeks to 21 October against 10% for Europe's banks, per Reuters. More than half of France's €3.46 trillion debt is held abroad, so losses would reach investors beyond France.
Is it contagion? Not clearly yet. The other countries' gaps over Germany now move much more closely with France's, but part of the cause is their own. Belgium's deficit is as large as France's, and Italy has an election next year. In October the 10-year yields of Italy, Spain and Greece were flat or lower, and their gaps widened because German yields fell more.
The ECB's tools are a poor fit for France. Its backstop, the TPI, needs EU fiscal rules followed and debt on a sustainable path; for France, ING says, that means at least a full budget passed. The OMT is only for a government that first signs up to a bailout from the ESM, the euro rescue fund. Berenberg's Holger Schmieding told Reuters the ECB "would probably use its TPI to shield these other countries, not France."
What to watch. The budget debate resumes on 27 October, the ECB meets on 29 October, a national strike day is set for 5 November, S&P reviews Italy on 13 November, and the presidential election is in April and May 2027. If all three agencies cut France to BBB after the election, investors with rating limits may have to sell (RBC BlueBay).
The other side. Most analysts CNBC spoke to see the contagion risk as limited this time. Large French banks' home-government bonds equal 15-30% of their top capital, against over 100% for Italy's banks in 2011-12. Moody's kept France at Aa3 with a negative outlook on 23 October.
